It's called the Uillean pipes. It makes a warmer sound than the scottish pipes. It is very sweet and poignant to hear this instrument performed live. It has the blues in it, but it can also kick on fast Irish music.

Unlike other types of bagpipes, the Uilleann pipes do not have a drone, which is a continuous note that is played alongside the melody.
